WASHINGTON --The Senate Energy Committee proposal to set aside a fixed percentage of U.S. crude oil imports to fill the Strategic Petroleum Reserve encountered strong opposition from the refining sector -- which would have to provide the oil free of charge.

Sen. J. Bennett Johnston, author of the proposal, said at a Wednesday markup he would reduce his original requirement that importers and refiners must set aside 9 percent of their imports in the reserve to a 3 percent set aside requirement.

However, the entire principle of a set aside met with resistance from several committee members.
