World-class robber Willie Sutton, in an utterance which became famous for its clarity, once told an interviewer he specialized in knocking over banks because: "That's where the money is."
Were Sutton still around, he might turn his attentions toward the squat Unified Port District headquarters down on Pacific Highway. These days, that's where the money is.
