On Aug. 27, the Bush administration weakened a critical provision of the Clean Air Act called New Source Review. Weakening the NSR program will allow polluters to spew thousands of additional tons of pollution into the air every year.
The NSR program applies to more than just coal-burning power plants; it also applies to 17,000 major sources of pollution, including refineries, chemical plants, and pulp and paper mills. Thirty years of environmental progress has taught us that the Clean Air Act works. So why is the Bush Administration leaving our communities at risk from increased soot and smog pollution by gutting a critical part of it?
