Sep. 18--WILKES-BARRE, Pa.--Wachovia Arena officials have threatened to file a second injunction halting the Target center project if the developer will not agree to install monitoring devices in a nearby drainage basin.
The Luzerne County Convention Center Authority, which oversees the arena, will ask RB Wilkes-Barre LLC to install as many as five monitoring "wells" inside the drainage basin, allowing engineers to track water levels underneath the sports and entertainment facility.
