Sep. 22--A Council of State ruling over the status of public land reserved for official use could have widespread ramifications and inadvertently shift ownership rights from the government to squatters.
The council decision essentially ruled that land reserved for official use but not yet developed should not be classified as public land.
Under the current civil code, individuals can request the court to certify landholding rights after ten years of possession. Public lands, as defined by the Treasury Department, are specifically excluded.
