Dozens of residents at Syracuse's Nob Hill Apartments have formed a tenants group to fight what they say is a rise in crime and a decline in living conditions at the complex.
The tenants say they're tired of strangers trying to enter the complex. They're fed up with trash piling up in the laundry room. They've had enough of car thefts in the parking lot. And they're disgusted with the roaches.
Katherine Owens and her neighbors started a tenants association this summer to address their concerns. Their first meeting was July 24. One of their first goals is 24-hour security at the complex.
