When the Internal Revenue Service flunked a test to see if it could provide correct answers to taxpayers' questions, the result was not so much an indictment of the IRS as it was an indictment of the federal tax code.
The U.S. Tax Code is such a mind-numbing mass of complexity that it's no wonder the IRS staff can't get it right.
And that, in turn, is an indictment of Congress, which has continued to make the tax code more and more complicated.
