Aug. 24--HUTTO, Texas - Mayor Mike Fowler has a vision for his city. It involves silky paved streets, gleaming new stores, trendy, distinctive restaurants and a giant hippopotamus named Hugo.
He sees hippos, the school mascot and town icon, as a great way to promote this burgeoning city. He already has smaller, 725-pound concrete hippo statuettes popping up all over - outside businesses, along downtown sidewalks, in front yards - one house has two guarding the walkway, like lions at an estate.
