Confused about the status of the national ``do-not-call'' list? So is nearly everyone. Each day, it seems, another twist (or two, or three) occurs in the story of the beleaguered consumer shield. Monday's crop of developments included the signing of new legislation by President Bush and an announcement by the chairman of the Federal Communications Commission that his agency would enforce the telemarketing penalties.

Isn't it amazing how quickly politicians and the Washington bureaucracy can get things done when they know that 90 percent of the public is behind them?

Unfortunately, this may be one case where public sentiment deserves to be thwarted in order to preserve ...
