The Bush administration's trade policy continued to show signs of strain last week, the product of a record trade deficit, escalating trade disputes and enforcement challenges that left unresolved could limit wireless gains in overseas markets with growth potential far greater than in a U.S. market where consumer demand is leveling off.

At a hearing last Wednesday, Sen. Max Baucus (D-Mont.), ranking member of the Senate Finance Committee and a free-trade proponent, went so far as to say the administration's trade policy lacked direction.
