DOES anybody still remember Mieczyslaw Rakowski? As recently as two years ago Rakowski seemed the last hope of Polish socialism. First secretary of the Polish Communist Party, prime minister of Communist Poland, darling of the progressive Western press, he was supposed to be the one man capable of reconciling Moscow's aims with benign policies at home. With his suede shoes, fashionable suits, and French haircuts, Rakowski was the answer to the ardent prayers of Western intellectuals: a liberal, sophisticated, flexible Communist.
