Libya's efforts to carve out a position of some importance on the international stage were given a boost in August by the government's decision to accept responsibility for the Lockerbie bombing. Over the past few years President Muammar Gadaffi had been trying to gain acceptance as an international statesman, whilst at the same time shifting the focus of his attention from the Middle East to Africa. While he had already made a great deal of progress in forging strong relations with African governments and driving Pan-African cooperation, the shift on Lockerbie seems certain to speed up the thaw in relations with the international community as a whole.
