Indian Commerce Minister Arun Jaitley returned from last month's World Trade Organization negotiations at Cancun something of a folk hero.

He was praised for securing the unity of the developing countries and felicitated on not succumbing to the high and the mighty. It is instructive that an Indian minister who reaches agreement with the West is never as popular as one who does not. In an unequal world, compromise is seen as surrender and obstinacy as courage.

But is there really cause for this self-congratulatory overdrive? There would be if either one of two conditions, ...
