NORFOLK -- Sometimes, even when you need millions of dollars, time and effort make a better donation than money.

Officials from three agencies - United Way of South Hampton Roads, Anthem Blue Cross and Blue Shield, and FORkids, inc. - learned that lesson Wednesday from children living at the Hope Haven homeless shelter.
