The Digital Millennium Copyright Act gave copyright holders an important new tool to control access to their works. Referred to as the anticircumvention provision (1), this new right imposes a liability for creating and using devices that disable a technology that the copyright owner has applied to prevent access to a work. To date, the limited-access technologies are primarily (1) time-expiring content, (2) password-protected works, and (3) encrypted materials, such as DVDs.
