WASHINGTON -- With neither El Nino nor La Nina showing up in any strength this winter, the National Weather Service expects most of the country to have an average December through February, according to a new outlook released Thursday.
The only strong probabilities for the season are for warmer than normal temperatures in Alaska, the far West, Southwest and southernmost plains states, forecasters said.
"The problem is that ocean temperatures have not settled down yet, so we really don't have any strong indicators yet for the patterns that may drive the winter for the rest of the country," said Ed ...
