The top issues expected to drive the presidential and congressional races in 2004 have emerged, focusing political attention on domestic economics and foreign policy concerns, primarily Iraq.
Simon Rosenberg, president and founder of the New Democrat Network, a centrist Democrat group, told United Press International that the two issues trump all other concerns.
"I think everything else is very secondary," said Rosenberg. "Even the national security and terrorism concerns are secondary."
