* When Gae Veit set up commercial construction company Shingobee Builders Inc, in 1980, she had the smarts and the experience. But she did not have a track record that would win big-money contracts.

Thanks to the U.S. Small Business Administration's 8(a) Business Development program, Veit is playing in the big leagues today.
