The Cost of FREE TRADE
In 1986, at Punta del Este in Uruguay, more than 100 GATT members met in the eighth round of multilateral trade negotiations to establish rules of fair play in areas not currently addressed by trade agreements - such as services, intellectual property (software, computer-related materials, etc.), investments and agriculture. If ever achieved, the Uruguay Round would open up the world to more trade, creating what U.S. trade representative Carla Hills terms an "economic renaissance" and eliminating protectionist policies and subsidies, particularly in agriculture.
