Plans to reform children's services to protect children from neglect and ensure that each child is able to fulfil his or her potential are 'the most significant opportunity for children in the 14 years since The Children Act 1989', according to Director and Chief Executive of NSPCC, Mary Mars.
The Green Paper, Every Child Matters, was launched on September 9 and welcomed by professional and voluntary organisations, as well as by government opposition parties.
Lord Laming, who chaired the Inquiry into the death of Victoria Climbie, said that the government had accepted or accepted in principle the 108 recommendations made in his Report.
