Nov. 4--Manatee County's two biggest property taxpayers swapped positions in 2003 with Tropicana Products Inc. vaulting over 2002's leader, Florida Power & Light Co.

Tropicana's reward for moving into the top spot: an $8 million tax bill.

Due primarily to greater capital investment, the taxable value of Tropicana's property surged 25 percent to $403.5 million from $322.1 million a year earlier, according to the Manatee County tax collector.
