AFTER years of watching much of the main commercial district on the Palos Verdes Peninsula fail to live up to expectations, local officials are now crafting an ambitious proposal to turn the area into an urban village.
The plan, still in its preliminary stages, would transform two aging retail strips around Silver Spur Road into a series of mixed-use developments. Officials with the city of Rolling Hills Estates have hired urban architect Stefanos Polyzoides, who has designed similar projects in Old Pasadena and South Pasadena, to develop the master plan.
