INTRODUCTION

On September the 26, 2002, the elections for the German Bundestag (the lower house of parliament) gave the Red-Green coalition government led by Chancellor Gerhard Schroder, from the Social Democrats, and the Secretary of Foreign Affairs Joschka Fischer, from the Greens, a second chance. Historically, it was the narrowest victory of any ruling coalition in Germany, with the Social Democrats and the Greens only gaining a slight majority of 11 seats in the Bundestag over the Christian Democrats (CDU), the Christian Socialists of Bavaria (CSU), and the Liberals (FDP).
