Nov. 12--George Bush is in a pickle over steel, and he has nobody to blame for it but himself.
Coming into office, Bush claimed to support open markets and oppose excessive government meddling in commerce. Yet 18 months ago, the president agreed to slap tariffs of up to 30 percent on imported steel.
