The last of the allied troops who rescued Iraqi Kurds from the hills a few weeks ago streamed out of the country on July 15th, leaving behind several reasonably comfortable camps and lot of worried people. But not all the soldiers are going home. America, France, Britain and Italy are putting together a mini-coalition in southern Turkey that could intervene again at short notice if the Iraqi government moves against the Kurds.
This Rapid Response Force will not be nearly as big as the one that carried out the earlier mission, but then it does not need to be. The hardest tasks-the rescue and the building of the camps-are done. The job of the new force is to deter ...
