A terrible run of misfortune is bound to lead fishermen to check their safety equipment just a little more often, to put a little more effort into the drills and instructions, to make sure those high water alarms are working right. But when the pendulum swings the other way, and sinking fishing vessels are not front-page news, it's easy to lose focus on why the regulations require fishermen to carry the safety equipment and know how to use it.
