12 NOVEMBER 2003 SAIPAN (Pacnews) --- Thirty-seven percent of children below five years old in the Northern Marianas live below the poverty level, making the islands the US area with the largest concentration of underprivileged students, according to a Public School System (PSS) report.
PSS said this highlights the need for more Head Start centres to accommodate all children belonging to low-income families. Head Start centres follow comprehensive child-focussed development programs which serve children from birth to age five. They have the overall goal of increasing the school readiness of young children in low-income families
