WASHINGTON -- President Bush signed legislation Wednesday to outlaw the procedure its opponents call "partial-birth" abortion, saying the nation "owes its children a different and better welcome."
Surrounded by cheering anti-abortion advocates who gave the ceremony the air of a presidential pep rally, Bush completed the final act of a years-long struggle to ban the procedure its opponents say is morally odious. It was the first time a specific abortion procedure has been legally prohibited since the Supreme Court ruling in Roe vs. Wade 30 years ago guaranteed the right of a woman to terminate her pregnancy.
