A river literally runs through the new federal courthouse site in Eugene, and it will emerge as the first challenge facing J.E. Dunn Construction when the firm begins digging a 12-foot-deep hole for the $70 million building later this year.

The Portland branch of the nationwide firm, which also built Lane County's Juvenile Justice Center and expanded the county jail in the mid-1990s, won the construction bid and met all last week with building designers to begin fleshing out details of the structure.
