TO be the instrument of the peoples will and the servant of the public weal and to serve his countrymen without distinction as to creed, class, or station this was the cornerstone of President Elpidio R. Quirino administration which he enunciated in his inaugural address on December 30, 1949. He pledged to protect the peoples fundamental rights, improve of their livelihood, and defend their free institutions.
