Nov. 19--In a sign that the Republican nominee for governor in 2001 wants the same job in 2005, Bret Schundler is pitching a plan to attack one of New Jersey's most vexing problems -- property taxes.
Schundler said in an interview this week he wants the Legislature to give voters a chance to vote on two amendments to the state constitution dubbed the "return the money amendments." The plan would require the state to fund basic municipal and school aid first before any other state program, and would put a cap on state and local spending growth.
