Nov. 24--Fed up with high cell-phone bills, static-filled calls or bad customer service?
If you live in the Portland metropolitan area, you can more easily do something about it starting today.
The Federal Communications Commission now requires cell-phone providers in large metropolitan regions to allow customers to keep their phone numbers when switching to a new carrier. Customers who want to cut the cord can switch their landline phone number to a cell-phone carrier.
