What would Machiavelli say about our current crop of princes? My guess is it wouldn't be good, judging from Carnes Lord's new book, The Modern Prince (Yale University Press, $26, 275 pages). But Mr. Lord, a former National Security Council staffer and member of Vice President Dan Quayle's staff, believes Machiavelli has much to say to present-day leaders even if they don't listen.
