The impact of the US Medicare Prescription Drug Improvement and Modernization Act of 2003 will be massive, with a drug benefit for seniors and disabled people, wealthier enrollees asked to pay more for Medicare cover, new Health Savings Accounts for employees and tax-free incentives for employers which offer retirees drug benefits.
