Competing against three private firms, Metro Transit offered the lowest bid for operating the new Hiawatha Avenue light-rail line for the next three years and won the business.
Metro's winning bid was $9 million, $4 million lower than its nearest competitor.
The cost comparisons were reviewed Monday by the Metropolitan Council in St. Paul, which voted unanimously for the Metro Transit proposal.
