Dec. 2--BERNALILLO, N.M.--Sandoval County will break ground on its new judicial complex Thursday, but who will build it is still up in the air.
The county chose contractor Gerald Martin last month, but Luther Construction took the county to court over its decision last week.
Now, the county has to decide again who it wants to build the complex at Idalia and N.M. 528. If it fails to follow its own bid contract, it will be back in court again, said Ellen Chamberlin, president of Luther.
