Art Hill began his tenure with GNMA on November 21, 1989. At that time he was portrayed as a new leader with a practitioner's understanding of the secondary market, not just another political figurehead appointed by the president. He prossessed a vision of the future of GNMA that included tightening GNMA's fiscal belt and developing new mechanisms to improve the flow of information necessary to run a secondary market agency.
He recently stepped down as president of GNMA and assumed his new full-time position serving as the FHA commissioner. In his new position, he has the difficult taks of saving the FHA fund and revitalizing the sagging FHA program. If he is ...
