THE outstanding impression of observers of the Arroyo administration is the abundance of youthful technocrats in the Cabinet and key GFIs and OGCCs, and their dreadful lack of political savvy and, savoir faire that invariably come with experience, maturity, and ripened wisdom of human relationships, the vagaries of politics, and the dynamics of world affairs.
