A compromise in the dispute about California's authority to regulate small-engine pollution has satisfied both that state's leaders and Wisconsin's Briggs & Stratton Co. But the case serves as a warning that Congress should limit the extent to which California, or any other state, can solve its environmental problems by imposing costs on other states.
