The troubling credibility questions around a Seattle Police Department drug arrest of a wheelchair-bound suspect demand an outside investigation. Seattle Police Chief Gil Kerlikowske should take the lead in pressing for a review by a more independent group than his Office of Professional Accountability.

Up to now, Kerlikowske has seemed both eager to slam the door and open to further review.
