Dec. 8--A $65 million infrastructure construction budget is supposed to keep Xanadu -- the 5-million-square-foot entertainment, office, retail, and hotel project proposed for the Continental Arena site -- from overwhelming roadways in the Meadowlands region.
But a large portion of the budget won't go directly toward adding more lanes to local roads.
According to the developer's agreement that was approved by the New Jersey Sports and Exposition Authority board on Wednesday, that $65 million includes:
