Dec. 7--Northeastern Pennsylvania was one of eight population centers studied by the Brookings Institution Center on Urban and Metropolitan Policy in developing a plan for an economic renewal of Pennsylvania.
Decline. Sprawl. A drifting economy.
Squander. Underachievement. Failed promise.
The latest study of Pennsylvania's economy is titled "Back to Prosperity."
But, the picture painted by researchers for the Washington, D.C.-based Brookings Institution provides little hope for good fortune.
