Meeting in Brussels on December 1, the Consumer Council held a policy debate on the proposal for co-operation between national consumer protection enforcement authorities (COM(2003) 356 of June 18). The scope of the proposal has stirred up controversy, as some delegations are not in favour of setting up an EU-wide data base on consumer complaints, and think this goes beyond the original scope of the proposal. Germany, and to a lesser extent Austria and Luxembourg are worried about the bureaucratic burden of creating a new national body - something the Commission dismisses.
