THANKS to Jacques Attali's the European Bank for Reconstruction and Development got going with remarkable speed. Less than two years after Mr Attali dreamed the bank up, Eastern Europe is already getting its advice and, more slowly, its money. Thee snag is that, on the way, Mr Attali has made so many enemies that the bank's work may be suffering.
Tension between Mr Attali and the bank's directors is straining their confidence in him. Many of them are fed up with not being consulted.
