FRUSTRATED council planners are taking the Welsh Assembly Government to court in an attempt to stop it moving the goalposts.
They say the development plans for each area of Wales are bogged down because the Assembly keeps coming up with new guidelines which have to be incorporated.
The latest stumbling block has put proposed developments on hold, in case sand and gravel has to be extracted from the land instead of the sea in future.
