Dec. 17--After nearly three years on the drawing boards, the first new office high-rise in downtown San Diego in more than a decade is finally coming out of the ground.

Developer Rob Lankford began work yesterday on the $140 million project, which had been on hold for so long that some local real estate experts questioned whether it would ever be built.
