SIGNIFICANT RESEARCH AND PROGRAM DEVELOPMENT have been done in the field of learning disabilities over the past 30 years. Initially, the focus of this research centered almost solely on children and later included adolescents, with the needs of children and youth with learning disabilities also stressed in appropriate legislation. For example, the Individuals with Disabilities Education Act (IDEA) is a powerful piece of legislation that continues to guarantee the right of children with disabilities, including those with learning disabilities, to a free and appropriate public education.
