A national educational organization that is charging states with inflating graduation rates and overstating the number of "highly qualified" teachers says Wisconsin is among the offenders.
Ed Trust, a 13-year-old organization that draws funding from Bill Gates and other major foundations, primarily took the state to task for claiming to lead the nation in its percentage of "highly qualified" teachers.
Wisconsin reported that 98.6 percent of its teachers met the criteria for that classification. Even in predominantly low-income schools, the state reported, 96.9 percent of the teachers made the top ...
