Saddam Hussein's capture by U.S. forces marks a turning point in the fighting in Iraq. But the tasks of ending the guerrilla war and establishing a new government are far from over.
While the arrest of the ex-dictator provides a major morale boost to U.S. forces and their coalition allies after months of bombings and gunfire from insurgents, it may not have as much of an effect on anti-U.S. fighters. Their ranks include foreign Islamist fighters whose motivation is opposition to any U.S. presence in the Middle East and native Iraqis who view the U.S. forces as invaders rather than liberators.
