The Tax Equity and Fiscal Responsibility Act (TEFRA), passed by Congress in 1982, covers hospice services to Medicare recipients and encourages proliferation of hospice services to the Medicare population. Hospice services are intended to provide treatment to terminally ill patients to help minimize their pain and preserve their dignity. Hospice services can be provided at home, in an institution, or in a combination of the two.
